Visiting California? Fish from a pier, no license needed
The pier rule
On a public pier in ocean or bay waters you don't need a fishing license, resident or not. Each pier and jetty page here says whether it counts.
“When recreationally fishing from a “public pier” in ocean or bay waters, a fishing license is not required. … Public piers must be connected to the shoreline, allow for free, unrestricted public access, and have been built or currently function for the primary purpose of fishing.” CDFW, Beach Fishing and Public Piers ↗
On public piers, each person may fish no more than two rods and lines, or two hand lines, or two crab nets or traps. Report cards still apply: CDFW says “Report cards are required for any person fishing for steelhead, sturgeon, abalone, spiny lobster, or salmon (salmon in the Klamath, Trinity and Smith Rivers only). Every person fishing for these species must have an appropriate report card, including any person who is not required to have a sport fishing license, such as a child who is under 16 years of age, a person who is fishing from a public pier, and any person who is fishing on a free fishing day.”
Fishing beaches, rocks or other jetties
